The Structural Flaw

A national early childhood education provider employs more than 16,000 staff across the country, and like most of the sector it runs with high turnover. Every single departure triggers the same obligation: a Separation Certificate (the official document confirming why someone left, used to establish their benefit entitlements) and a Final Payment Advice (the statement showing exactly what they were paid on exit) both have to be prepared and sent inside a strict legal window. At their volume that meant the HR team spent a large share of every week producing and mailing documents by hand. Miss a deadline and it stops being paperwork and becomes a compliance failure, plus a bad final impression on someone who may have been a good employee. The work also crowded out the things HR was actually hired to do, like retention and supporting the people still on the payroll.
